How the size cap is met
JPEG file size varies smoothly with the quality parameter. The tool starts at 0.95, and if that overshoots it bisects downward for about eight probes to find the largest file that still fits. If even the lowest quality overshoots, the pixel dimensions are reduced and the search runs again.
Typical requirements
The US DS-160 wants at least 600 x 600 px under 240 KB. Japanese government portals typically want a 3:4 portrait of a few hundred kilobytes, and corporate application forms 100-500 KB. Pick a preset or type the figures from your own instructions.
Do not over-compress
Squeezing too hard produces blocking artefacts on the face that can fail an identity check. As a rough floor, an ID photo starts to look damaged below about 0.1 bytes per pixel — 36 KB for a 600 x 600 image. If the cap is tight, reduce the pixel size first and only then the quality.

Can I submit a PNG?
Most forms accept JPEG only, and PNG compresses photographs poorly anyway, so this page exports JPEG.
What if my aspect ratio does not match?
The form may stretch or crop it. Crop to the required ratio on one of the size pages first, then resize here.
The result is well under my target size
The quality steps are discrete, so the result can land a little under. Set the target slightly below the real cap — 195 KB for a 200 KB limit — to sit closer to the maximum.
Is the image uploaded?
